				<content:encoded><![CDATA[<p>The USPCA has today released details of a two year investigation into cockfighting.</p>
<p>The Society was stunned when our surveillance revealed large crowds gathering in open fields in broad daylight for hours on end watching the barbaric practice of cockfighting.</p>
<p>Incredibly the venue was within an area of increased surveillance leading up to the G8 summit in Fermanagh this week.</p>
<p>The birds spurs are removed and replaced with razor sharp implements to inflict the maximum damage and death.</p>
<p>The USPCA deplores this medieval practise that most people assumed was consigned to the dustbin of history many years ago.</p>
<p>The public of Northern Ireland require the authorities charged with enforcing welfare legislation to ensure that those identified in the footage are brought before the courts.</p>
<p>Watch this evening’s BBC Newsline at 18:30 for details of the investigation.</p>

<p>Animals will be shot without any attempt being made to establish their disease status before killing.</p>
<p>A capture and test programme is on-going in parts of NI with healthy animals released and those carrying the disease culled. We must be vigilant that financial cost doesn’t become an imperative with the wanton slaughter in England being extended to Northern Ireland.</p>

				<content:encoded><![CDATA[<p>The USPCA Newry HQ welcomed a recent visit from Dr Robert Omara, a veterinary surgeon practicing in Uganda. Dr Omara and a colleague were in Newry visiting our near neighbours, veterinary medicine manufacturer, Norbrook Laboratories.</p>
<p>Robert works closely with the Ugandan SPCA and the prominent USPCA signage compelled him to drop by. ‘The Big Fix’ is his ‘pet’ project in Northern Uganda, a region whose people, impoverished by years of insurgency, are unable to afford basic veterinary care for a huge pet population.</p>
<p>To appreciate the positive impact of the initiative on animal health and the problems faced on a daily basis visit <a href="http://www.thebigfixgulu.org">www.thebigfixgulu.org</a> The USPCA Newry Veterinary Facility was an ‘eye opener’ for professionals often required to practice in challenging conditions.</p>
<p>Despite the differences in regional priorities such as the demands of disease control and available facilities a common bond exists between all SPCA’s, our shared commitment to prevent animal cruelty and relieve the unnecessary suffering caused.</p>
<p>We look forward to meeting Robert and his colleagues in the future. Diversity is to be valued and we would welcome an opportunity to expand on the many ideas initiated by our first meeting.</p>

<p>Update 13 May &#8211; It would seem Duffy’s Circus is trying to ‘muddy the waters’ with the public prior to Newtownabbey Councils debate on ratifying a ban on the use of council owned venues by ‘Circuses with Animals’.<br />
It seems an appropriate time to clearly state our policy.</p>
<p>The USPCA does not approve of ‘circuses with animals’ we never have and we never will.</p>
<p>The members of this Charity see NO entertainment value in exotic animals being coerced into performing so called ‘tricks’.</p>
<p>The Westminster Parliament is planning a ban on such spectacles taking place in England &amp; Wales from December 2015. Surely our Stormont Assembly could get cross-party support for such a ban in Northern Ireland?</p>
<p>By their actions the majority of Newtownabbey Councillors are setting an example to which other local authorities should aspire.</p>
<p>We applaud their current decision and trust this will be translated into a permanent ban at the planned meeting.</p>

				<content:encoded><![CDATA[<p>The Minister for Agriculture and Rural Development Michelle O&#8217;Neill was recently asked to reply to the following question.</p>
<p>Question:<br />
To ask the Minister of Agriculture and Rural Development, given that there are a considerable number of gangs engaged in badger baiting, to detail (i) how many incidents her Department is aware of in each Council area in each of the last five years; and (ii) what action is being taken by her Department, in co-operation with the Ulster Society for Prevention of Cruelty to Animals and the PSNI, to bring those involved to justice.</p>
<p>Answer:<br />
My Department does not hold data in relation to incidents of badger baiting. The Department of the Environment is responsible for the Wildlife Order 1985 and the Wildlife and Natural Environment Act 2011 in relation to the killing, injuring, disturbing, taking or selling of a badger.</p>

<div>The PSNI undertakes any wildlife crime investigations. Animal fighting, including badger baiting, is an offence under Section 8 of the Welfare of Animals Act 2011. The PSNI has enforcement responsibility for Section 8 in relation to animal fighting which is defined as an occasion on which a protected animal is placed with an animal or with a human for the purpose of fighting, wrestling or baiting. This means that an animal fight can be deemed to have taken place, even if both animals are wild animals, as protected animal includes any animal under the control of man, whether on a permanent or temporary basis. The 2011 Act has robust provisions to deal with animal fighting.</div>

<div>In May last year, I met the Badger Group and the Ulster Society for the Prevention of Cruelty to Animals (USPCA) to discuss a number of issues surrounding the protection of badgers, resulting from media coverage at that time. The meeting was very positive with both organisations commending the tough fines and penalties contained within the Welfare of Animals Act 2011 for dealing with cruelty to badgers. Following this meeting I wrote to, and subsequently met, the Chief Constable to discuss a range of issues regarding rural and wildlife crime, including incidents involving badgers. One of the actions coming out of this meeting was to publicise a contact point for reporting wildlife crimes under the relevant wildlife legislation. This was in response to a request from the Badger Group and the USPCA to have a central contact point to enable the public and others to report wildlife crime concerns.</div>

<div>I also wrote to the Environment Minister, on the matter.</div>
<div>I totally deplore the horrific and sickening images that I have seen in news reports regarding badger baiting and I applaud the efforts of the USPCA and the PSNI in trying to bring to justice those responsible. I would urge the public to play their part in reporting wildlife crime to the PSNI so that prompt action can be taken against alleged perpetrators.</div>
